Add missing copyright dates to scripts and sources

To find any files with a missing copyright declaration, use the following script:

Invoke config.py instead of config.pl
...

Also:
* Change one comment in include/mbedtls/check_config.h.
* Change PERL to PYTHON in CMakeLists.txt.
